Cowards Hide Behind Masks: Unmasking the Truth About ICE's Fear-Driven Tactics
At every critical moment in American history, we have been warned: authoritarianism doesn't always arrive with a bang—it creeps in slowly, cloaked in the language of law and order, wrapped in the armor of fear, and shielded by silence. Today, it appears in our streets as masked ICE agents, unmarked vehicles, and disappearing neighbors.
This is not about safety. This is not about justice. This is about control and using fear as a weapon on our communities—and it's time we call it what it is: state-sponsored intimidation.
Masks Don't Protect the Public—They Protect Abusers
ICE claims masks are necessary to "protect agents," but protection without accountability is not protection at all—it's impunity. These masked agents, often in plainclothes, refuse to identify themselves, show no visible credentials, and operate with an anonymity that no legitimate law enforcement officer should have. Even former ICE officials have raised alarms, warning that the tactic risks inciting vigilante violence as ordinary people mistake masked agents for criminals. 1
Why the need to hide? Because fear—not justice—is guiding these actions. Fear of public backlash. Fear of being recognized. Fear of consequences. A government that acts out of fear instead of transparency cannot be trusted to protect our rights.
Senator Chris Murphy put it bluntly: "Masked officers can be just a cover for illegality and brutality." And when there's no way to identify the masked figure dragging a neighbor into an unmarked van, accountability dies.
This Isn't About Immigration. It's About Power.
ICE wants us to believe this is routine enforcement—but we are not fooled. This isn't just about who is being targeted—it's about how. The very foundations of our democracy rely on the rule of law, due process, and transparency. When agents wear masks, use unmarked cars, and refuse to identify themselves, we are no longer living under the law. We are living under intimidation.
And these actions aren't just traumatizing—they're dangerous. According to Senators Mark Warner and Tim Kaine, criminals are impersonating ICE agents by mimicking these very tactics to commit robbery, sexual assault, and kidnapping. When law enforcement acts like a gang, it opens the door for actual gangs to do the same.
What's stopping it from happening to any of us?
The Psychological Warfare of Disappearance
In America, we don't "disappear" people. That's a hallmark of dictatorships, not democracies.
Yet as reports have surfaced, masked ICE agents are making people vanish without explanation, without charges, and without dignity. Local leaders have expressed horror, calling these arrests not just abusive—but "flatly authoritarian." The New York City Bar Association condemned it as "an attempt to evade accountability for abuses." 2
This is not what safety looks like. This is fear theater and it erodes every American's sense of community, security, and civil liberty.
Unmasking the Fear—and the Solution
This is why we must act.
If ICE truly believes it is enforcing the law, its agents should be able to do it with faces uncovered, names visible, and authority clearly displayed. Anything less is cowardice—not courage.
Courage is transparency. Courage is facing the people you serve with truth. Courage is defending the Constitution, not hiding from it.
That's why we must demand Congress pass the VISIBLE Act and the NO SECRET POLICE Act:
🛑 The VISIBLE Act, introduced by Senators Cory Booker and Alex Padilla, would:
Require ICE, CBP, and other agents to wear clearly visible identification.
Ban non-medical face coverings during public enforcement actions.
Establish disciplinary procedures and mandate DHS reporting to Congress.
🛑 The NO SECRET POLICE Act, led by Reps. Adriano Espaillat and Dan Goldman would:
Ban officers from concealing their faces during detentions or arrests.
Require official insignia and agency identification to be clearly displayed.
Apply to all DHS agents—including deputized state and local enforcers.
As former ICE official Scott Shuchart warned, "As much as the cop in blues is a staple of American life, the masked bandit is a symbol of fear, and having government agents dressed like paramilitaries is un-American." 3
The Fight Is Now
We cannot wait until masked agents come for us. Because by then, it will be too late.
History tells us what happens when people look the other way—when fear replaces freedom, and anonymity replaces accountability. We must not repeat those mistakes.
Because cowards hide behind masks. But the brave? The brave fight for truth, for freedom, and for justice—in the full light of day. 4
It's time to unmask the fear.
It's time to protect the people.
